Contitutional green paper released (12/7/2007)
On July 12, 2007, 16:42, a reporter wrote:

... I believe you must have some good insights into the constitutional green paper released yesterday. I was particularly puzzled when Mr Tang and Mr Lam repeatedly said opinion poll agencies could simply structure surveys along the questions and options raised in the paper and test people's preference.

I wonder if you share their views. It would be great if you could enlighten our readers whether it would be meaningful to work like that, and the pros and cons, if any; and whether you have any plan to do so. [signed]

On Thu, 12 Jul 2007, 20:50, Robert Chung replied:

... We do not object to polling agencies structuring their questionnaire survey in line with the itemized choices offered by the Green Paper, but there are many more issues which need to be investigated. One particularly important issue is the meaning of "... nomination by a broadly representative nominating committee in accordance with democratic procedures" as stipulated by Article 45 of the Basic Law.

We at POP need some time to formulate our opinion research strategy, but whatever we do, we will explain it clearly to the general public... [The following was] issued today as a "special announcement" -

With the publication of the "Green Paper on Constitutional Development" by the HKSAR Government yesterday, the Public Opinion Programme (POP) at the University of Hong Kong has also started to operate the "Hong Kong People's Opinion Platform" (HKPOP, at http://hkpop.hk) to collect people's opinion on political reform in parallel. Members of the public are welcome to logon to the "Political Reform Opinion Platform" at HKPOP and submit their ideas. POP will forward all submissions onward to the government at a later date. The main purpose of HKPOP is to conduct consultation of the people by the people for the people, on matters related to the people.

... the key url is <hkpop.hk>. Other than gathering people's opinion using that platform, we will also explain our research objectives and strategies there, from time to time. [signed]
